Title: Expanding LCTL Capacities in the Department of Defense

Abstract
In February 2005, the Department of Defense published its Defense Language Transformation Roadmap. This document provides a long-range plan for transforming how the Department values foreign language and regional expertise skills. The Department has appointed Senior Language Authorities (SLAs) in each of the military departments and in each of the combatant commands. Mrs. McGinn, the Deputy Under Secretary of Defense for Plans – and the DoD SLA – will describe the current status of defense language transformation within the Department. She will focus on several Roadmap initiatives, including enhancing the National Security Education Program, improving foreign language skills measurement, assessing a Civilian Linguist Reserve Corps, and creating strategic strongholds of LCTL expertise. Mrs. McGinn will describe the President’s National Security Language Initiative, a Federal Government initiative undertaken by the Departments of Defense, other federal agencies, and academia to expand the foreign language capacities of the United States .
