Founded in 1974 as the American Council of Teachers of Russian (ACTR), the American Councils has worked to advance research, training, and materials development in the fields of Russian and English language; to strengthen communication within and between the communities of scholars and educators in language, literature, and area studies in the United States and the countries of eastern Europe, Russia and Eurasia; and to further educational reform through training, institution building, and technical assistance.
In the mid-1980s with the gradual opening of Soviet society, the ACTR board established ACCELS, which has become a leader among U.S. organizations in the administration of U.S. government-funded exchanges in the humanities, social sciences, economics, business, law, public administration, and educational administration. In 1998, ACTR changed its name to the American Councils for International Education: ACTR/ACCELS. ACTR and ACCELS continue as divisions of the American Councils: ACTR is the professional association and the focus of educational, training, and research programs for U.S. citizens; ACCELS administers the exchange, training, and technical assistance programs with the countries of eastern Europe, Russia, and Eurasia.

The American Councils is a not-for-profit education, training, and consulting organization, specializing in the countries of eastern Europe, Russia, and Eurasia. American Councils programs include academic exchange, professional training, institution building, research, materials development, technical assistance, and consulting.
Since 1974, the American Councils has worked to advance research, training, and materials development in the fields of Russian and English language; to strengthen communication within and between the communities of scholars and educators in language, literature, and area studies in the United States and the countries of eastern Europe and Eurasia; and to further educational reform through education, training, institution building, and technical assistance.
The American Councils has become a leader among U.S. organizations in the administration of U.S. and NIS government-funded exchanges and currently manages over forty educational programs in and with the regions of the former Soviet Union. The American Councils has a network of forty-six offices in Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan and a full-time professional staff of over 270.
Objectives and Activities
- The American Council for International Education encourages serious students to expand their mastery of Russian and related fields through continued study and professional involvement;
- American Councils develops and maintains variable term, summer, semester and academic-year opportunities for Americans to study in Russia and Eastern Europe;
- American Councils fosters contacts and exchange of ideas among Russian specialists from around the world through publications, programs, and conferences;
- American Councils, through ACTR, assists in the organization of high school Olympiadas of Spoken Russian throughout the United States, officially recognizing participants, selecting students to represent the United States in international Olympiadas, and providing financial assistance for travel to international Olympiadas;
- American Councils, through ACTR, conducts the National Russian Essay Contest each fall, providing an opportunity for junior and senior high school students to measure their progress in written communication;
- American Councils is developing and maintaining opportunities for the exchange of Russian-language teachers and students in secondary schools;
- ACTR members receive four seasonal issues of the ACTR Letter, a professional newsletter of current professional news and an annual Directory of Members, containing addresses and telephone numbers of American Councils colleagues.

What is the difference between ACTR and ACCELS, how do they relate to one another?
ACTR is the professional association that focuses on the study of Russian in the United States and manages the educational, training, and research programs for United States citizens in Russia. ACCELS administers those exchange, training, and technical assistance programs with the countries of eastern Europe, Russia and Eurasia. In 1998, the name was changed to American Councils for International Education: ACTR/ACCELS, with ACTR and ACCELS as divisions of American Councils.
What kinds of programs does ACTR/ACCELS offer?
ACTR/ACCELS offers study and research programs for U.S. citizens in all of the newly independent states, and study and research programs for NIS citizens in the United States. There are programs for students at all levels, from high school to post-doctoral, for teachers, for faculty, and for researchers.
ACTR/ACCELS also publishes books for Russian language study and conducts competitions in the United States for high school students to test their knowledge of Russian.

Does ACTR/ACCELS work with institutions or just individuals?
- provides opportunities for individuals to study in Russia or another country of the NIS;
- provides funding for individual study or research;
- designs and manages institutional partnerships between U.S. and NIS schools and institutions;
- works with Russian departments throughout the country to help improve the teaching of Russian or other NIS languages, improve opportunities for students and faculty to study Russian or other NIS languages in-country, and identify field-wide issues that only a national association can address; and
- places almost 500 NIS students and faculty in over 200 U.S. schools and universities each year.
